South Sudan belongs to a regional economic alliance known as the East African Community(EAC), which also includes Burundi, the Democratic Republic of Congo, Kenya, Rwanda, Tanzania, and Uganda. Citizens of EAC Partner States don't require an ETA to enter Kenya.
It's important to note that this exemption applies only to passport holders and citizens of EAC nations. If you live in South Sudan but aren't a citizen of an EAC member country, you'll need to apply for a Kenya ETA for your travels to Kenya.
