Yes, Colombian citizens planning to visit Kenya must apply for a Kenya ETA. This electronic travel authorization is now required for all international visitors and has replaced the previous eVisa system.
The Kenya ETA is generally issued as a single-entry permit. However, it can be used for multiple entries under specific conditions:

You are traveling to any of the EAC Partner States (Burundi, Democratic Republic of Congo, Rwanda, South Sudan, Tanzania, and Uganda);

You do not enter any other countries during your trip; and

Your ETA is still valid (90 days from the date it was issued).
