Yes, Saudi Arabian citizens planning to visit Kenya must first obtain a Kenya ETA. This electronic travel authorization is required for all foreign visitors and has replaced the previous eVisa system.
The Kenya ETA is generally a single-entry permit, but it does offer flexibility under certain conditions:

If you visit one of the EAC Partner States (Burundi, Democratic Republic of Congo, Rwanda, South Sudan, Tanzania, and Uganda); and

You do not visit any other countries; and

Your ETA remains valid (90 days from the date of issue).
